India EPR - What have we known so far?

To tackle the plastics waste pollution and establish a circular economy, the Indian Ministry of Environment, Forest and Climate Change has imposed mandatory Extended Producer Responsibility on Plastic packaging. The requirements were laid down in 'Guidelines on Extended Producer Responsibility for Plastic Packaging' published on 16th February 2022. It's worth noting that producers are supposed to register with CPCB (Central Pollution Control Board) and report their plastics packaging waste collection, and recycling/recovery implementation to the authority from 2016 in accordance with the Plastic Waste Management Rules 2016. Due to the lack of enforcement and public awareness, only a small portion of plastic packaging producers fulfil their obligations.
Therefore, the new EPR guidelines are determined to reshape the situation. Mandatory collection/recycling targets for each obligated party and clear reporting categories of plastic packaging have been clarified. A streamlined EPR process is also established with the help of a centralized registration/reporting portal.
What have we known so far about the new Indian EPR?
PIBOs (Producers, Importers and Brand owners) of 4 categories of in-scope plastics packaging are required to register through the centralized portal and submit their first annual return due by Next Financial Year 30 June, which is 30 June 2022.
