Japan’s evolution in packaging design standards

​Japan has introduced several updates and legislative changes this year, particularly around packaging design standards. This article provides a snapshot of these developments, future directions, and the key points producers need to know.


Positive List:

This year, Japan introduced stricter regulations under its Positive List System for packaging that comes into contact with food. The Positive List is an approved set of substances permitted for use in food-contact synthetic resins, along with specific conditions and restrictions. Effective from 1st June 2025, only raw materials included on this list can be used in synthetic resin products intended for food contact, covering utensils, containers, and packaging.

PCR:

Japan's plans for PCR use in packaging have progressed significantly. Last year, amendments were proposed, requiring manufacturers to use recycled content and introduce labelling showing the percentage used. This year, new rules mandate manufacturers and importers to submit plans detailing recycled material usage and long-term targets, with regular reporting. While minimum content percentages are still under discussion, the law will apply to plastic containers and packaging (excluding most food, except PET bottles and pharmaceuticals). The rules take effect 1st April 2026, with plans due by June 2027 and reporting starting in 2028. More details are expected next year.

Voluntary design certification system:

Japan has also proposed voluntary design certification standards for PET bottles, cosmetic containers, stationery, and cleaning product packaging. Manufacturers meeting these standards can apply for the 'Excellent Design for Plastic Circularity' certification. Unlike previous broad 3R guidelines, the update introduces detailed product-specific requirements, including weight limits, minimum recycled content, approved material combinations, and labelling restrictions. Manufacturers using plastic can voluntarily apply for certification.
